Every donor target and new prospect, grouped under the lobbyist who handles that donor — the call list, one lobbyist at a time. A donor shows under one lobbyist (the tracker's “Lobbyist 1” or the strongest match); others are listed beside it. Lobbyists are ordered Tier 1 → Tier 4 by the size of their book here and how much their donors give to candidates like this one. Attributions are set at /admin/lobbyists.

Who gives to candidates of this kind, how much do they give one of them, and who do you call to ask? The list ranks every organization that gave to these committees on three things — whether they give cycle after cycle, how many campaigns they give to, and how much they put in each cycle — then sorts them under the lobbyist who carries them, in the shape of the lobby list: one row per lobbyist, their donors and a suggested ask for each, and what those donors gave in the recent cycles. No seat, margin or existing relationship enters these numbers; for a named candidate use the other mode. Attributions are set at /admin/lobbyists.
