Candidates Without a Committee
Filed candidates the matcher could not pair with a committee. Most genuinely have none — that is real information, not an error — so confirming "no committee" is a decision worth recording, and takes them off this list. Anything linked here overrides the matcher and survives the weekly rebuild.

Cash on Hand vs ORESTAR
Every committee's calculated cash on hand, checked against the ending balance on its own ORESTAR account summary. Cash on hand is always calculated from transactions — ORESTAR is the check, never the input — so a gap means either our transaction data is incomplete or ORESTAR's own arithmetic is.
Dormant committees have no transactions in the year ORESTAR reports. ORESTAR carries their balance forward anyway, so a gap there usually means missing history rather than something wrong today.

Merge Donor Entities
For donors split across multiple addresses — e.g. one company filing from several offices. Search resolved entities, compare their addresses and totals, then merge. Decisions are keyed on name+address, so they survive every re-run of the resolver.
